Background to the UK IPO Excluded Matter eBook

The eBook is an unofficial, free-to-download compilation by Russell IP of the 2025 UK IPO Excluded Matter Decisions. The eBook includes summaries of the 2025 Decisions as well as full-text copies as annexes, providing a complete resource for reviewing the 2025 Decisions.

Fewer Decisions in 2025

There were 12 Excluded Matter Decisions in 2025. This is the lowest number of Excluded Matter Decisions issued in a single year by the UK IPO for the last 10 years.

It is also the first time since 2016 that 100% of the Excluded Matter Decisions in a single year were “Refused”.

It will be interesting to see whether there is a spike in new Hearings and Decisions when the Supreme Court judgment is issued in Emotional Perception AI Limited (Appellant) v Comptroller General of Patents (Respondent).
